Sussex County Scheduled to Perform Extensive Sewer Service Repairs in April

Over the last year, the County has been inventorying and assessing the sewer system in Bridgeville. As you may already know, Bridgeville’s sewer system is older and has many clay sewer mains, which are fragile and prone to cracks and leaks. To make repairs without having to replace the entire system, the County has brought in Standard Pipe Services to clean, inspect, and repair the sewer lines with a lining system.
The choice to line rather than replace the mains will minimize the impact on the public, both in the cost of the system to you and street accessibility while repairs are being made. The lining system provides structural support and seals pipe fractures, essentially creating a new pipe within a pipe.
Repair work is scheduled to start in mid-April and is expected to continue for around 30 days. Standard Pipe Services will also issue separate notifications before the work begins on specific streets.
What to Expect:
- While work is underway on a specific line, you can expect an 8 to 10-hour sewer service outage. Again, you will be notified by Standard Pipe Services with a more specific time frame and details for the outage in advance of the work.
- Some odors may occur – The pipe lining process involves the use of a plastic resin (styrene) that has a distinctive odor. Detection of this odor does not necessarily constitute a health hazard – odor can be detected at a level 20 times lower than the established hazard limit per OSHA workplace regulations. However, please avoid the worksites while construction is underway, as there is a potential for health hazards at the manholes. If you are concerned about the chemical odors, please contact the County.
- The most common way for this distinctive odor, or sewer gases in general, to enter a structure is through a dry or defective trap connected to the sewer system. We recommend taking the following steps to prevent odors from entering your structure:
- Fill all plumbing traps, especially if a sink or shower is not regularly used.
- Cover floor drains or drains without plumbing traps.
- Some noise – due to the type of equipment needed to make these repairs, some engine noise is expected during the work window.
- Limited street access – lane closures will limit street access while each section is being worked on. Local traffic will be permitted in and out of their properties. Crews will operate directly in the sewer manholes – no excavation will be planned for this project unless an emergency occurs.
The streets that have sewer lines currently planned for repair are highlighted on this map and are listed below:
- The western end of Federalsburg Road. (In front of Shark’s Service Center)
- Market Street from the railroad tracks to the Bridgeville Town Hall.
- Walnut Street from the S. Cannon intersection to Main Street.
- Edgewood Street from S. Cannon intersection to Main Street.
- Sussex Avenue from 100 Block West to the end. (Not Sussex Extended)
- Church Street near Phyllis Wheatley Elementary School (no service impacts to residents in this area, construction notice only)

2023 MUNICIPAL ELECTION
The Town of Bridgeville’s Municipal Election, scheduled for Saturday, March 4, 2023, has been canceled.
The following individuals have submitted the required documentation for their candidacy in their respective districts and were all unopposed as of the Friday, February 3, 2023, filing deadline.
District #1 – For a 2-Year Term, Clifford Oliver
District #3 – For a 1-Year Term, John Tomeski
District #4 – For a 2-Year Term, Thomas Carey
The Commissioners will be sworn in at the regularly scheduled meeting on March 13, 2023, which will be held at the Bridgeville Public Library, 600 S. Cannon Street, Bridgeville, DE 19933. The meeting will begin promptly at 7:00 PM and will also be available via Zoom. A link to that meeting will be posted on the agenda one week in advance and can be found on our website, along with maps of the districts at bridgeville.delaware.gov.

CANDIDATE FILING DEADLINE – FEBRUARY 3, 2023
VOTER REGISTRATION DEADLINE – FEBRUARY 22, 2023
The Bridgeville Municipal Election will be held on Saturday, March 4, 2023, at the Bridgeville Public Library, 600 S. Cannon Street, between the hours of 12:00 PM and 7:00 PM.
The Bridgeville Commissioners have established five Election Voting Districts for Municipal Elections. This year, residents in Districts 1, 3, and 4 will each vote for a candidate from their district to represent them on the Commission. Districts 1 and 4 are for full two-year terms, while District 3 is for the remainder of a one-year term. Please note that the Town underwent Redistricting in 2022, and the districts have changed. If you are uncertain of your district, a voting district map is available for review at Bridgeville Town Hall and online at Bridgeville.delaware.gov.
The Town is currently soliciting candidates in Districts 1, 3, and 4 for the 2023 Municipal Election. The following qualifications apply to all candidates: (1) U.S. Citizen at least 21 years of age on or before the Election date; (2) Bridgeville Resident and Registered Voter in the State of Delaware for at least one year immediately preceding the Election date; (3) Registered Voter in the State of Delaware; (4) Lives within the Election Voting District they wish to represent; (5) Not convicted of a Felony. Prospective candidates must file a written letter of intent with the Commission President or Secretary, along with other filing requirements, by 4:30 PM on February 3, 2023. Every U.S. citizen at least eighteen years of age and has resided in Bridgeville for at least thirty days shall have one vote in their Voting District during the election, provided they have registered in the State of Delaware. No person registered after February 22, 2023, shall be allowed to vote in the 2023 Municipal Election.
Absentee Balloting will be available for this election from February 17, 2023, through noon on March 3, 2023, at the Bridgeville Town Hall, 101 N. Main Street. Office hours are Mondays through Fridays, 9:00 AM – 4:00 PM.

*New* Rental Property License Procedure
Starting with 2023 Rental Property Licenses, there is a new procedure to follow. In 2022, the Commissioners voted to amend the existing Rental Property License Code with Ordinance 2022-05. This allows the Town to bring in an outside agency to perform rental inspections on rental properties – following the current building code. Since this is a new process, and we are all on a learning curve, we will be allowing inspections through February for rental properties this year. Once you submit your license application for your rental property, we will turn over the application lists to First State Inspection Agency, and inspections can then be coordinated.
To prepare for inspections – First State Inspection Agency has provided their checklist for property owners so that items can be corrected before the inspection is scheduled, saving reinspection time and costs. The Commissioners of Bridgeville are accepting proposals for a 10 – year Maintenance contract for 2 Elevated Water Storage Tanks. Submissions will be received by the Town of Bridgeville, 101 N. Staff will still continue to be working and answering phones during this time. Any Town organized meetings will return to virtual only attendance.
