Back in 2005, Dr. Oliver’s family was one of the first to purchase a home in what was, at the time, the beginnings of Heritage Shores. Before being elected to the Town Commission, Cliff served a two-year term on the town’s Planning and Zoning Commission, where he utilized his many years of land development experience to promote sound development practices within Bridgeville.

Dr. Oliver is currently the Principal of the highly regarded Bridgeville-based management consulting firm – Nanticoke Global Strategies LLC. Prior to launching his business, Cliff retired in 2021 following a 30-year federal service career, where he spent over 20 years as a member of the Senior Executive Service (SES) within the Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA). During this time, he held numerous executive, management, and senior technical positions, the DHS Secretary’s award for excellence, the Secretary’s Outstanding Service Medal, and twice earning the FEMA Administrator’s Award.

Dr. Oliver has, for over a decade, been an Adjunct Professor at the University of Maryland Global Campus in the Homeland, Intelligence & Emergency Management Program. He is the recipient of the 2016 UMUC Professional Achievement Award, which recognizes faculty who expand their horizons professionally and academically, and has been nominated multiple times for the Stanley J. Drazek Teaching Excellence Award.

Dr. Oliver is a Certified Emergency Manager (CEM) and a Certified Business Continuity Professional (CBCP). Cliff possesses a B.S. and M.S. both from the University of Maryland and a Ph.D. in Business Administration with a specialization in Homeland Security Leadership and Policy from Northcentral University.

Cliff has been married for over 35 years to Dina and they have one daughter, Simone.
